I do not consider that many of the present
staff are too highly paid considering the nature of their duties
and the qualifications required from them, vide para. 51. I aver
that a youngster joining at $20 a month is not overpaid, that
junior clerks with service of three to six years to their names
are not overpaid on $49 or 60 a month, and that other clerks
with salaries ranging from $70 to $144 a month and with service
ranging from eleven to thirty years cannot be said to be too
highly paid, if due consideration is given to the question of
promotion within the Office and to the qualities of care,
method, intelligence, alertness and civility which a postal
Officer should possess.
I have already adverted to the question of
accommodation mentioned in paragraph 82 and quote paragraph 38
merely to support my scheme for the establishment of a separate
Local Delivery Branch
I wish to call attention to the immediate
necessity of providing adequate, not to mention improved, accom-
modation for the housing of the Chinese Staff of the
General Post Office. It has been brought to my notice that out
